Originally a Chima Primary School building is a second-floor building and was renovated in May 2010. Schools were abandoned in 2016 as a result of the severe impact of the exoded population and the development of young children. In view of the novelty, space design and environment of the premises and the superiority of the old premises, the commune is striving to change the use of the Xiyu Arts and Arts Centre and Library, which was officially opened on 28 November 2017.

The first floor is equipped with a hand-made classroom (film appreciation area), a literature and history room, a general reading area, a children's reading area, a newspaper reading area, a periodical area, and an information area. The second floor has a computer classroom, a new residential exchange center, Xiyu cultural relics display area, multi-functional research center.
